The article last week about the "bike swap" aroused some interest so I found it. I thought it was about a WA CAP but they are in Portland, OR. The following is the article. It was run under the "Heroes for Today" section of the February edition.
A FREE RIDE
In some cities it would be madness. But in Portland, Ore., where cars slow for pedestrians and the fare on the city's vintage trolley cars is voluntary, Joe Keating's urban - whimsy has become reality. Now 700 lemon-yellow bicycles are scattered along downtown sidewalks. Dangling from the seat of each single speed two-wheeler is a license plate or decal that reads: "Free community bike. Use at your own risk."
In 1993 Keating, then co-director - of Portland's United Community Action Network, started the bike project after learning about a similar program in Amsterdam, the Netherlands. Scouting neighbors' garages, Keating and his co-director, Tom O'Keefe, acquired ten free damaged bikes and had them repaired by volunteers. An auto shop helped paint the bikes-with donated paint - at no charge. Since those bikes hit the streets, O'Keefe, who now runs the program, has been flooded with donations of more.
While it is impossible to keep track of every bike, Keating believes none has been stolen. "But if someone needs a bike that bad," he said, "let him have it." -New York Times

comfortably warm in your home or buying groceries. This is a grim reality all too many of our senior citizens face each year. The Clarkson Center's Energy Conservation Program provides
professionally installed insulation, replacement windows and
doors, weather stripping, and furnace maintenance to elderly,
disabled and low income families in Buffalo.
The benefits of this program to the community are two-fold. First, older houses receive needed improvements that allow them to remain viable living places that generate property taxes. And, the
dollars needed to fund heating assistance programs are lessened.
The Home Energy Conservation Program has serviced more than 5500 homes since 1978; the residents of twenty-five percent of those homes were or are receiving public assistance. Since the average home sees a yearly savings of $400 on their heating bill after the Home Energy Conservation Program does its work, the savings to Erie County taxpayers grows with each home that is weatherized.
