One CAP has hired legal advice regarding it's ability to charge for some
weatherization services. The interpretation was strong in that as long as
profit making receipts were "well under" 40% of the total budget
and the profits are used to fulfill the mission of the agency they would
not loose non-profit status.
We want to make it clear that although the analysis was basically simple,
any CAP seriously interested in looking into these matters should hire their
own council. In the above case the legal cost was about $1000 which provided
them with a standing to proceed on solid ground.
Speaking of profit potential, several areas of opportunity have been identified
by market researchers regarding air-to-air heat exchangers / energy recovery
systems.
An EPA report titled Tools for Schools suggests that the fresh air supply
be increased from a recommended 5 CFM per school occupant to 15 - 20 CFM.
There is no way to do this efficiently except for the use of air-to-air
heat exchangers .
Many schools are now investigating this upgrade.
One of the reasons emphasizing this concern is the fact that schools are
notorious incubators of infectious illness'. As more maintenance and health
professionals plus parents become aware that there is a "fix"
for this problem - demand is increasing.
Day Care centers also have an acute need for these devices and they know
it.
Other specific markets are business' that have odor or contaminant problems.
Bars, beauty shops and photo processing centers are examples.
CAP weatherization professionals have the opportunity to be in the vanguard
of this development. It can be commandeered like a NASA spinoff.

Summary:
Environmental tobacco smoke (ETS) has been proven harmful to those who live
with smokers, especially infants and children.
The project worked with three culturally diverse, lower socioeconomic status
communities to develop appropriate materials to educate family day care
providers, parents, and children about the importance of a smoke-free environment.
In addition, the project built local community networks to continue this
commitment after the project is completed.
